i heard mufti mohammed akmal on Qtv he say that taking intrest from non muslim banks and lic in india are allowed.
Is it true?

Has he given any justification or a reason for such a statement? im sure he must be having an explanation for this!. Because Riba in any form, from any where is Haram!

Quran says:

Those who eat Ribâ[] (usury) will not stand (on the Day of Resurrection) except like the standing of a person beaten by Shaitân (Satan) leading him to insanity. That is because they say: "Trading is only like Ribâ (usury)," whereas Allâh has permitted trading and forbidden Ribâ (usury). So whosoever receives an admonition from his Lord and stops eating Ribâ (usury) shall not be punished for the past; his case is for Allâh (to judge); but whoever returns [to Ribâ (usury)], such are the dwellers of the Fire - they will abide therein (2:275)


And many such verses


So if hes saying such a thing, better check out for his explanation, because Riba is not allowed in any case or from anyone!

The taking and paying of interest is absolutely prohibited in Islam; whether the country or bank is ruled or owned by a muslim, non-muslim, or ruling class, or any class. Allah and His Messenger (saws) have prohibited the believers from dealing in ‘riba’ in any form.


Al-Tirmidhi Hadith 2829 Narrated by Ali ibn AbuTalib

Ali heard Allah's Messenger (peace be upon him) invoke the curse of Allah on those who took usury, those who paid it, those who recorded it, and those who refused to give sadaqah.
